John Devaney has almost 30 years of progressive experience leading non-profits, with more than 25 years directly in healthcare.  John joined the Cape Fear Clinic, Inc. (CFC) (then known as Tileston Health Clinic) in April 2010 as Executive Director, leading an organization founded in 1991 to provide healthcare and related services to the underserved and uninsured in New Hanover, Pender, Brunswick, and Columbus counties.  He has grown the clinic budget from under $300,000 annually to $3.6 million currently.  Mr. Devaney currently holds the title of President & CEO.

Immediately prior to relocating full-time to Wilmington, he was Vice-President of The Lohman Group, a Washington, DC-based national consulting firm focusing on assisting non-profit and for-profit healthcare organizations create efficiencies and develop strong patient-centered programming. He also is a consultant with The Rainmakers Group, and Devaney & Associates.

As a Director of the Whitman-Walker Clinic of Northern Virginia, for more than eight years he oversaw the operations of the largest HIV/AIDS clinic in Virginia, with a staff of 23 and hundreds of volunteers serving thousands of clients.  He has also held the position of Director of Operations at the Legal Aid Society of the District of Columbia, one of the oldest pro-bono legal providers in the U.S.

He is the author of numerous articles, and a contributing author to a healthcare textbook used in graduate level courses.

In addition to his role at Cape Fear Clinic, he is the current board chair of Cape Fear HealthNet, a safety-net organization serving a four-county region in southeastern North Carolina.

He has been recognized by his peers with numerous awards including 2017 Health Care Heroes: Health Care Executive of the Year Winner, 2014 Coastal Entrepreneur Awards: Entrepreneur of the Year Non-Profit Winner, 2014 Health Care Heroes: Health Care Executive of the Year Nominee.

Mr. Devaney holds a BS in Sociology from Longwood University in Farmville, Virginia, and is a current student in the Master of Healthcare Administration program at the University of North Carolina Wilmington.

Dr. Locklear joined our staff as Chief Medical Officer on August 1, 2015. Dr. Locklear, a graduate of the School of Medicine at the University of Virginia, is board certified in Family Medicine. Prior to joining our staff, Dr. Locklear was a volunteer with our medical program for many years. He was previously in practice with Wilmington Health.  

Dr. Jennifer Buxton is Cape Fear Clinic’s Chief Operating Officer and Chief Pharmacy Officer, where she leads clinic operations and pharmacy services with a focus on expanding access to high-quality, patient-centered care for uninsured and underserved patients in the Cape Fear region.

A North Carolina native, Dr. Buxton earned her Doctor of Pharmacy degree from the University of North Carolina at Chapel Hill and completed a Primary Care Residency with Coastal AHEC and New Hanover Regional Medical Center. She began volunteering with Cape Fear Clinic in 2003, later served on the Board of Directors from 2006 to 2011, and became the Clinic’s first staff Director of Pharmacy in 2011.

Under her leadership, Cape Fear Clinic’s pharmacy services have grown into a nationally recognized model for integrated care. Dr. Buxton’s work includes chronic disease management, medication access, preventive care, mental health services, care coordination, and innovative pharmacist-led programs that help patients overcome barriers to health.

Dr. Buxton has held numerous leadership roles with state, national, and international pharmacy organizations, including the American Society of Health-System Pharmacists, the North Carolina Association of Pharmacists, the International Pharmaceutical Federation, the American College of Clinical Pharmacy, and the American Pharmacists Association.

Her contributions to pharmacy practice, education, and community health have been recognized with numerous honors, including the ASHP Distinguished Service Award, the NCAP Distinguished Young Pharmacist Award, UNC School of Pharmacy Hospital Preceptor of the Year, Wingate University Preceptor of the Year, WILMA Magazine’s Woman to Watch in Healthcare, and the Healthcare Heroes Healthcare Professional Award.
